Data Analyst II

The Data Analyst II assists with contract activities specifically related to External Quality Review (EQR) requirements including performance measure validation, performance improvement project (PIP) validation, special projects, and preparation of annual EQR reports.  They assist in the design of quality improvement studies, conducts quantitative and qualitative data analysis, develops and manages internal databases, compiles results, and writes reports. The data analyst II works with a range of data types, including administrative (claims data), pharmaceutical data, medical records, patient outcome data and potentially program- or system evaluation and monitoring data.  This individual is responsible for the implementation of these activities and assists with coordinating the necessary resources. The Data Analyst II participates in and as needed may assist to coordinate IPRO-MCO workgroups to design quality improvement studies. They will also assist in performance measure development including the alignment of these measures with national standards, practice guidelines and/or published best practices.  Reports for these activities may require small- and large-scale background research.  The Data Analyst II may assist in EQR special projects as developed with the client. This individual participates in departmental workgroups to improve the efficiency of review and analysis processes and may assist to coordinate design and acquisition of new software applications or databases to enhance department productivity.  They must also maintain close communication with the internal contract team to assist with providing support and guidance to the client and participating MCOs towards the successful completion of these activities.   Duties may include, but are not limited to the following:

  • Assists in the design of performance measure documentation as needed. This may include technical specifications and supporting documents such as flow charts, file layouts, medical record review and data collection tools.
  • Assists with the programming of data collection tools in Microsoft Access, and maintains databases and Excel workbooks. Analyzes quantitative and qualitative data using visual analytic tools as well as using SAS/SPSS or other statistical packages as needed.
  • Assists in conducting oral presentations of project findings for internal and external audiences.
  • Assists in interactions with MCOs, client staff, and other individuals as needed to obtain information needed for completing projects.



  • Strong analytical skills, with the ability to prepare cogent analyses using a variety of statistical, spreadsheet and database programs.
  • Strong writing skills, with the ability to clearly and thoroughly present quantitative and qualitative review findings to interested parties with varying technical backgrounds. Ability to write well and quickly as needed.
  • Strong interpersonal skills with the ability to communicate and interact effectively with internal and, as needed, external customers.
  • Ability to handle all stages in the full cycle of a research or evaluation project.
  • Ability to work well independently, with minimal supervision, as well as with others. Flexible team player who thrives in a high-paced, deliverables-focused environment.
  • Proficient in various software packages (Word, Excel, Access and PowerPoint). Experience with SAS, SPSS preferred.
  • Ability to coordinate workgroups to design quality improvement studies and other health care studies.
  • Motivated to learn new skills.



  • Bachelor’s degree (public administration, policy, or health, epidemiology, social work, psychology, statistics, environmental health, nutrition or related concentrations, preferred), required. Will also consider course work related to process improvement, clinical & non-clinical research, and statistical & process analysis. Master’s degree, preferred.
  • One (1) year of experience working in a health care field, required. Will consider a Master’s degree in a related field in lieu of experience.
  • Experience with a variety of software packages, particularly Word, Excel, Access, and PowerPoint. SAS/SPSS experience preferred. Tableau experience a plus.
